    落实网格化土地监管体系和问责制，履行好巡查、预防、制止、报告和处理
职责。定期开展土地执法动态巡查，发现违法用地，立即消除在萌芽状态，全市
执法环境趋于平稳，没有出现影响重大的违法案件。扎实开展了为期三个月的违
法违规用地专项整治，严厉查处了一批违法案件，特别是农村宅基地非法占用耕
地、砖瓦窑厂非法采土行为，确保了全年卫片执法检查违法用地比例降至8%以下。
