    2012年， 全市财政支农资金达到108.7亿元，增长46.36%，有力促进了农业
增产、农民增收。全面落实各项惠农补贴政策，发放惠农补贴资金16.6亿元。投
入3.16亿元，支持重点水利基础设施和小型农田水利建设。筹集1.64亿元，实施
农业综合开发， 建设高标准农田5万亩，改造中低产田6.4万亩。筹集1.1亿元，
实施千亿斤粮食建设工程。筹资1980万元，支持15万亩油用牡丹产业基地建设。
争取村级公益事业“一事一议”奖补资金1.64亿元，帮助农民改善生产生活条件。
