    把握科学发展主题和加快转变经济发展方式主线，科学运筹调度财政资金，
大力支持经济加快发展和城市基础设施建设。2012年，全市科技支出4.14亿元，
增长88.16%。筹资9100万元，着力支持战略新兴产业发展和企业技术创新。出台
了《市级支持银行业金融机构发展奖励办法》，引导金融机构不断扩大信贷规模。
争取上级资金16亿元，支持污染防治、生态保护、排水管网建设等，促进了生态
文明建设。 市级投入4.3亿元，重点支持了火车站广场、市规划展览馆、市图书
馆、长城路等城区基础设施，进一步完善了城市功能，拉动了经济增长。
