    2012年国家、省相继出台促进中小企业发展的政策措施（国发［2012］14号，
鲁政发［2012］28号）。市委、市政府高度重视民营企业工作，制定了《关于促
进中小企业稳定发展的意见》，完善了信用担保体系，设立了市中小企业发展专
项资金。印发了《菏泽市人民政府关于进一步支持小型微型企业健康发展的实施
意见》（征求意见稿）。
