    以落实2011年中央和省市委1号文件为总抓手， 加强沟通协调，强化督导检
查。市县两级均出台了地方水利建设基金筹集使用管理、土地出让收益提取农田
水利建设资金实施细则。在全省率先出台市级《关于加强基层水利服务体系建设
的意见》 ，恢复设立乡镇水利站169个，人员选聘和场所落实取得重大进展，顺
利通过省级考核验收。
