    市局和各县区局均成立了提高收入质量防范执法风险领导小组和办公室，签
订了《提高收入质量防范执法风险责任书》，编印了《提高收入质量防范执法风
险知识手册》和《税务执法与行政管理风险防范工作手册》，组织开展了“风险
无处不在 防范人人有责” 主题实践活动，严格实行审核报批制度。深化完善执
法责任制，坚持执法预警制度，与市政府法制办联合开展评选“预防化解税务行
政争议十佳基层单位和十大优秀调解员”活动。
