    初期，北洋政府仿效西方兵役制，变募兵为征兵，规定国民有服兵役的义务。因
军阀割据，根本无法实行，仍沿袭募兵制。1915-1916年，驻外省北洋军来菏招募士
兵6次，招募总数约1500人。驻扎山东的北洋军阀张宗昌部，来菏招兵，告示遍布各
县，穷苦人和无业游民为谋生计，入营者甚多。
