    1980年，民事调解由各县法院移交给司法行政机关管理，主要贯彻“调防结合，
以防为主”的调解工作方针，1985年全区共有村民调解委员会8576个，城镇居民调解
委员会39个，厂企单位调解委员会305个，乡镇司法助理员290名，调解人员25996名
。1981-1985年，全区共调解各类民事纠纷129297件。
