    开展了以“解决进京非正常上访、集体上访、越级上访、重复上访和重复来
信、联名来信、写信大户”为内容的信访秩序集中整治活动，对排查出的信访案
件，按照“一起案子、一个领导、一套班子、一个方案、一查到底”的“五个一”
要求，全部落实包案措施，直至问题彻底解决，使信访秩序明显好转。全年发生
到市委、 市政府大门的集体上访169起，过激上访明显减少，群众依法信访的意
识逐步增强。
