    2007年， 全市信访部门共受理群众来信来访7318件、起（24283人次），同
比下降8. 4%。 其中，受理群众来信4314件，下降15. 3%；接待群众来访2360起、
21789人次，与上年基本持平。去省上访382起、1837人次，分别下降2.6%、12.9
%。其中，集体上访56起、1138人次，分别下降24.3%、23.1%。进京上访262起、
657人次，分别下降17.4%、22.9%。其中，纳入考核的集体上访19起、288人次，
分别下降26%、34.5%。新设立了市信访局驻京值班工作办公室。对全市市、县、
乡三级400多名专兼职信访干部进行了形势任务、 政策法规和信访基本业务知识
培训，全市信访干部队伍整体素质明显提高。
