    深化部门预算、国库集中支付改革, 优化支付流程，强化预算监督，推进了
财政管理的科学化、规范化和精细化。严格预算执行，加强专项资金管理，形成
了用制度管钱的良好机制。健全政府采购监管机制，规范采购行为，全市完成政
府采购额26.7亿元, 比上年增长49.5%，节支率达14.8%。积极推进投资评审，对
政府公共投资项目进行全过程监管和跟踪问效， 审减率达26%。加大财政监督力
度，依法查处各类违规违纪资金0.9亿元，进一步规范了财经秩序。
