    推进社区（农村）警务改革，落实警务议事会制度，加强警务工作站和动态
监控系统建设，提升了动态防控能力。年内，全市建成社区和农村警务室862个，
建成多警联动警务工作站23个，安装探头27915个。推行“四色预布警”、110二
级接处警等工作机制，提升了应急反应能力。全市刑事立案同比下降5.2%，其中
八类主要案件、入室抢劫、入室盗窃等可防性案件分别下降5.7%、21.74%、9.21
%。
