    开展了行政执法责任制检查和政务公开检查。 贯彻落实《人民防空法》 、
《行政许可法》和人防工作的政策法规，规范了执法程序。印发了《临沂市人民
防空行政执法统一文书》 ，全年共办理《建设工程人防许可证》105份。加强对
全市人防执法人员培训，不断提高执法水平。严格控制规划，加大执法力度，全
市完成人防政策性收费1亿多元。 严格执行收支两条线规定，进一步规范了全市
人防系统财务工作。
