    严格落实各级政府首长负责制和部门安全生产责任制，督促有关部门认真履行安全监管职责，做
到审批（涉及安全方面行政许可）前严把关、审批后严督查，保证了安全生产责任到位、措施到位、
工作到位。落实考核奖惩制度。市政府把安全生产工作作为对下级政府年度考核的重要内容，安全生
产考核结果与政绩挂钩，对发生特大事故的县区、乡镇和部门、单位实行“一票否决”，取消年度一
切评先树优资格，强化了各级政府安全生产的监管主体责任意识。
