    市中级人民法院制定了《审判质量监督管理办法》，实行改判、发回重审案件由审委会把关和分
析讲评制度，强化了审级监督和审判监督。共审结各类二审案件3125件，其中改判和发回重审717件；
审结再审案件355件，依法改判104件。
