    市委组织部、市残联等5部门联合制订《关于进一步加强全市基层残联组织建设的意见》，在5个
县区开展了乡镇残联规范化建设试点工作。市残联下发《关于在乡镇、街道残联聘任残联专职干事的
通知》，明确了残联专职干事的招聘条件和程序。沂水等县区按照要求，统一组织笔试面试，完成了
乡镇残联专职干事的公开选聘，并培训上岗。在全省残疾人工作先进县区和乡镇的评选中，莒南县被
评为山东省“十五”期间残疾人工作先进县，平邑县地方镇等12个乡镇（街道）被评为山东省“十五”
期间残疾人工作先进乡镇。
