    年初，市委把2006年确定为“惩防腐败体系建设推进年”，印发了《建立健全教育、制度、监督
并重的惩治和预防腐败体系2007年底前工作要点》。适时采取分解任务、落实责任、开展试点、加强
督查、 会议调度等措施， 积极推进惩防体系建设。至12月底，临沂市《制度建设总体方案》设计的
200项制度，已制定颁布128项，并认真落实实施。干部人事制度、司法体制和工作机制、行政审批制
度、财政税收体制、投资体制、金融体制“六项改革”积极推进，工程建设项目招标投标、经营性土
地使用权出让、产权交易、政府采购等制度进一步落实，政务、厂务、村务公开不断深化。
