    2004年，市人大常委会按照“解放思想，贴近中心，服务大局，促进发展”的基本思路，紧紧围
绕经济建设这个中心，树立和落实科学发展观，认真履行宪法和法律赋予的职责，加强社会主义民主
法制建设， 积极推进全市“三个文明” 协调发展。年内，共召开了6次常委会会议，听取和审议了
“一府两院”13项工作报告，作出了5个决议决定，通过了8项审议意见。
