    各级普遍建立实施了“收集信息、科学决策、组织实施、考核评估”的工作运行机制，深入开展
了计划生育创优活动。以建设“数字化服务站”为抓手，在设施建设、设备配备、建章立制、提高服
务质量等方面下功夫， 提升了基层管理和整体工作水平。 2004年底，沂水县被评选为第二批国家级
“计划生育优质服务先进县” ； 兰山区、蒙阴县、临沭县被评选为省级“计划生育优质服务先进县
（区）”。59个乡镇（街道）被市委、市政府授予计划生育“优质服务先进乡镇（街道）”称号。
