    2003年，市政府对市直建设系统的机构设置重新进行了调整，将原市市政公用事业管理局、市建
筑业管理办公室的职能，以及市市容管理办公室、市房产管理局的部分管理职能划归市建设局。新组
建的市建设局，内设18个科室，下辖19个事业单位，市属建安企业4家，共有干部职工10000多名。主
要负责全市工程建设、城市建设、村镇建设、建筑业、城市房地产综合开发业、勘察设计咨询业、市
政公用事业、物业管理等工作。
