    认真执行执法责任制和执法过错责任追究制，加强执法检查工作。积极开展学法、普法教育，举
办培训班46期，抽考执法人员4479人次，促进了执法办案人员执法水平的提高。严格执行案件审核把
关和听证制度，充分发挥层级监督作用，加强了对执法行为的事前、事中、事后监督，保证了办案质
量。全市共审核案件5903起，办理复议案件10件，没有因复议改变案件性质和行政败诉案件。
