    稳步推进事业单位改革。起草了《关于山东省事业单位机构编制管理规定贯彻汇报提纲》，就加
强全市事业单位机构编制管理提出了具体意见。提出了对部分事业单位改企转制以及全面整合事业单
位资源，搞好结构调整工作的意见。对市国土资源与房产管理局所属的4个事业单位进行了改制，撤
销了1个单位。在核定大中专院校和中学编制时，将后勤编制予以剥离，为推行后勤服务社会化奠定
了基础。
