    2002年，市委、市政府根据近3年的计划生育综合情况，确定了3个县区、19个乡镇、692个村为重
点帮促单位，实行定领导、定人员、定责任、定时间、定奖惩的“五定”方式，市、县、乡层层落实
了党政领导和有关部门帮促责任制，并将帮扶结果作为干部考核、提拔、任免的重要依据。全市692
个薄弱村健全了计生服务网络，其中有98.6%的村健全了村级班子，计划生育工作有了明显转变。
