    国务院第348号令公布《人工影响天气管理条例》于2002年5月1日正式实施，为加大宣传力度，
市长李群在《临沂日报》发表文章，强调人工影响天气工作的重要性和紧迫性；针对全年干旱，全市
适时开展人工增雨（雪）23次，发射火箭弹114枚，有力缓解旱情，同时为配合人工消雹，沂水县政
府出资32万元购置4架消雹增雨高炮。
