城市建设部门117起，工商管理部门38起，卫生部门45起，农业部门52起，交通运输部门53起，邮政
电信部门51起，劳动和社会保障部门9起，民政部门7起，市县乡三级政府119起，其他机关874起。年
内审结1557起，结案率99%，其中人民法院判决维持行政机关具体行为499起，占32.1%；判决撤销或
部分撤销原行政行为208起，占13.4%；判决变更、责令履行法定职责或确认违法169起，占10.9%；原
告撤诉535起，占34.4%；其他处理146起，占10.2%。行政机关的实际败诉率29.9%。
