上访1322起、56433人，同比起数下降26%、人数上升22%；重信 2516件，重信率为19%；重访926起，
重访率为11%。 市信访局受理群众信访5398件起，同比下降3%，其中集体上访197起、9023人，同比
分别上升30%、28%；重信616件，重访222起，进京上访107起，到省集体上访55起，均比上年上升。
