    对已脱贫户开展“四看”：看是否享受了扶贫政策、是否兑现了脱贫收益、是否达到了稳定增收、
是否实现了“两不愁三保障”。对未脱贫户开展“四查”：查家庭情况是否核实准、致贫原因是否分
析准、帮扶措施是否制定准、脱贫责任是否落实准。通过大回访，全面托清了三类贫困人口的底子，
即“三无”（无劳动能力、无生活自理能力、无子女赡养能力）失能特困人口、因病因灾重困人口和
有发展能力贫困人口的底子，为下一步精准帮扶奠定了基础。
