    健全完善市、县、乡三级领导公开接访制度，市里每个工作日都有一名市级领导到市信访局公开
接访， 并实行双人补位制度； 县区普遍落实了“党政主要领导固定日接访”“县区领导公开接访”
“周一县区委常委轮流接访”制度；乡镇每天有一名领导班子成员坐班接访。2017年，市领导公开接
访、带案下访132次，接待群众来访案件173件，1841人次，办结146件；市级领导包案131件，化解107件。
各县区县级领导参与接访3350人次，接待信访事项4200批次，13100人次。
