    以慈善事业有人干事为目标，从加强领导、建立队伍、细化分工三个维度发力，发挥市慈善总会
作用，夯实慈善工作基础。在借鉴学习省内外先进经验的基础上，结合临沂市慈善事业发展实际，完
成市慈善总会第四届理事会换届工作。指导市慈善总会发布招考简章，招聘合同制工作人员13人，于
10月全部上岗。指导市慈善总会细化职能分工，将慈善总会划分为综合管理部、救助服务部、事业发
展部、财务基金部和宣传教育部5个部室，细化内部职能分工，健全管理制度，提高业务能力。
