    16个行业牵头部门制定了16个扶贫专项方案，48个成员单位积极参与，确保上级政策、资金、项
目精准到村到户。围绕贫困村“五通十有”，新建、改造958 公里扶贫公路，完成227个村电网改造，
实现326个村道路硬化“户户通”，解决46个村饮水难题，解决易地搬迁安置区用地指标49.07公顷，实
施贫困户危房改造5091户。发挥社保兜底功能，44.2万名贫困居民全部参加居民医疗保险，9.2万人享
受到低保、五保和残疾保障。在全省率先启动“医疗商业补充保险”扶贫，受益贫困群众19万人。
