    土地治理项目“先建后补”试点、农业综合开发产业化经营项目“贷款担保基金”试点获国家和
省农发办批准。土地治理项目“先建后补”试点为山东省首家，产业化经营项目“贷款担保基金”试
点为全国农发系统第1个试点项目，为发挥财政资金的引导和杠杆作用，吸引社会资本投入项目建设，
推动农业规模经营探索了新路。12月13日，《山东新闻联播》专题报道了临沂市农发项目实行“先建
后补”的做法。
