    健全完善了基层矛盾纠纷排查化解制度，构建了纵到底、横到边的工作网络，开展日常定期排查，
定期召开会议进行信息研判，逐案落实责任人员和工作方案，逐类逐项建立档案台账，多措并举，综
合施策，对各类信访问题和矛盾纠纷超前预防、随时发现、就地化解，真正把问题吸附在当地，解决
在萌芽状态。全年各级共排查各类矛盾纠纷1.33万件，市信访局对其中921件重点信访案件，进行了
交办督办，并落实了领导包案措施。
