    自2011 年以来，全市卫生系统在乡镇卫生院实施“先看病、后付费”服务模式，充分发挥医保
基金的补偿作用， 取消住院交押金制度，患者出院时进行费用结算， 经济困难的患者还可以延长交
款时间，受益群众已达100 万人次。乡镇卫生院在实行这一模式后， 门诊量和业务收入明显增加，
在一定程度上缓解了基层发展的压力，方便了患者就诊，改善了医患关系，增进了社会和谐，使群众
更多更好地享受到了医改成果。
