    2013 年，新农合筹资标准提高到350 元，其中各级政府补助280 元，参合人数达872.68 万人、参
合率99.99%， 全年筹集资金30.5 亿元。启动实施新农合大病保险，共为6.46 万人次补偿大病保险1.01
亿元，有效减轻了大病患者负担。各县区普遍建立了“机构垂直、人员专职、定期轮岗、异地任职”
的新农合经办机构管理体系，确保了新农合基金安全运行。
