    制定完善了指导性工作规程，建立了有效的工作推进机制。通过集中授课、现场示范等多种形式
组织业务培训，为工作的全面推开奠定了基础。制定了督导工作方案，将近420 人次分4组加强业务
指导，指导各县区分批次有序推开工作。沂南县提前开展了首批扩面工作， 其他县区陆续进入实施
阶段，为2014 年农房发证工作奠定了坚实基础。
