    市信访工作领导小组制定了《关于开展“争创无信访新积案县区”活动实施意见》，明确了信访
积案范围，落实了积案化解期限和责任，提出了严格的工作要求，先后4 轮对全市重点信访案件进行
了集中交办督办；开展了争创“三无乡镇”（无越级集体访、无进京非访、无信访积案）活动。各县
区加大积案化解力度，先后化解复杂疑难信访积案400 余件，群众的满意度明显提升。
