    加强因公出国管理工作。全市共审批因公出访团组124 批418 人，分别增加21.6% 和29.4%。加强
领事管理和服务工作。先后建立领事管理、外国记者管理、非政府组织管理等联席会议机制，变短期
机制为常态机制，变固定机制为动态机制，加强了机制内相关部门的联动性， 提高了处置应急突发
事件的能力。
