    依托四级群众工作网络，县区、乡镇、村级加强了阵地建设、制度建设，不断探索创新工作载体。
继续培育完善基层群众工作“五个一”模式、人民建议征集、信访听证、“四监管一扎口”、信访风
险评估、民情联络员、信访帮扶协会、视频接访、网上信访、“四诊工作法”等好的制度和做法，把
典型经验转化为长效机制。健全完善矛盾纠纷定期排查、“四调联动”化解矛盾、信访救助等工作方
法，把大量信访问题吸附在县区之内。
