    农发行把信贷资产风险管理与收购资金封闭管理有机结合起来，从搞好依法监管入手，保全信贷
资产。对恶意逃废债务的企业，依法起诉，追索政策性资金；对个别不严格执行国家收购资金封闭运
行政策的企业，运用法律手段，确保收购资金封闭运行；对依法破产的企业，农发行主动参与破产工
作，最大限度提高受偿比率；积极运用法定“代位权”，帮助企业催要应收帐款。全年通过依法起诉
等追回政策性资金四笔869万元，清收不合理贷款1172万元。
