    农发行认真贯彻执行国务院有关棉花流通体制改革的政策规定，坚持“以销定贷、以效定贷”的
原则， 信贷支持采取“边收购、 边加工、边销售，小额勤贷，加速周转”的办法，在新的棉花年度
（9至12月） 发放新棉收购贷款7859万元，支持收购皮棉14.4万担、棉籽3.3万担。全年支持销售皮棉
11.7万担、棉副产品4.9万担，企业实现销售收入6537万元，纯利600余万元。
