    坚持污染防治与生态保护并重、生态保护与生态建设并举的方针，制定了费县生态示范区建设规
划并开始组织实施。平邑、蒙阴、莒南等县开展了生态示范区建设。全市建成了苍山县文峰山、抱犊
崮、大综山，沂水县沂河，沂南县五彩山，费县马头崖大青山，郯城县银杏等7个自然保护区；建成
蒙山等14个森林公园，全市自然保护区覆盖率达9.97%。
