    系统内有80%以上企业实行不同形式的改制，特别是市属企业改革，措施到位，进度较快。华兴
纸业有限责任公司、景耀玻璃有限公司、洪福酒业有限责任公司、凯利实业有限责任公司等企业，改
制后严格按照公司法运作，生产经营步入良性循环。羲之集团的羲之酒厂，利用闲置土地租赁经营，
盘活了闲置资产。对临沂造纸化工厂实行了有偿委托经营。对产品无销路、企业无效益、不能偿还到
期债务的临沂美达食品有限公司和临沂玻璃厂依法实行破产。乐颐制盖有限公司的改制工作，正在进
行中。
