田，市政府副秘书长、人防办主任葛庆明参加全国第四次人民防空工作会议，受到江泽民总书记等党
和国家领导人的接见。会上葛庆明被评为全国人防先进工作者。人防办被市委、市政府授予“市级文
明单位”称号，被评为全市理论教育先进单位，全市扶贫工作先进单位，机关党支部被评为先进基层
