    全市实施统一的“月访季查”工作规范，以育龄妇女进站健康查体为总抓手，着力抓孕前型管理、
抓节育措施和补救措施落实，对进站“尾子”实行备案销号制度，最大限度减少了违法生育。针对部
分地区非婚生育行为增加、城市社区和流动人口等特殊人群管理难的现状，实现工作重心下移，关口
前移。创新工作方式方法，有效地堵塞了管理服务漏洞。
