    开展“计划生育国策教育年”活动，突出国策教育进校园、进超市、进党校三大主题，增强了全
社会关注人口计生的忧患意识。成立人口理论研究室，把人口理论纳入党校教学计划，提高了领导干
部的决策水平。加强村级文化大院建设，推进移风易俗，倡树婚育文明，促进婚育观念转变。年内，
全市有308户符合生育条件自愿退掉二胎生育指标，全市累计有6999个农村独女户自愿退掉二孩生育指
标。
