    全市供销社系统坚持“政府引导、整合资源、市场化运作”的发展思路，培育龙头企业，完善业
务职能，积极争取政策，规范市场管理，整合经营网点，初步形成了市、县、乡、村四位一体的经营
服务网络。12个县区和经济开发区都明确了供销社为再生资源管理工作的主管部门，制定了再生资源
管理办法；有9个县区供销社培植起了县社控股、参股的县域龙头企业。
