    为解决企业人员富余问题，合理调整和优化劳动力结构，解决部分年老体弱职工的实际困难，不断深化企业改革， 临沂钢铁厂于1995年11月制定了《关于职工厂内退养及停薪留职暂行办法》，并于12月份为110名符合内退条件的职工办理了内部退养手续。
