    1995年在市委、市政府的支持下，投资140万元对原银雀山影剧院的整个设施进行了重新改造装修，并更名为“人民会堂”。更名后，会堂的服务职能和体制都有了很大转变，由放映为主转为以接待市委、市政府大型会议及大型活动为主；由自收自支改为差额预算。年内共放映电影1300场次，观众11万人次，放映收入21．3万元；对外接待会议、演出40场次，场租收入3万元。
