    1996年，全市各级国税部门在省局和市委、市政府领导下，围绕“以党的十四届五中全会精神为
指针，继续坚持以组织收入为中心，以征管改革为重点，不断强化队伍建设，在落实各项制度上下功
夫，在实现‘两个转移’上有突破，努力完成全年税收任务”的工作指导思想，主动争取有关部门配
合，团结一致。开拓进取，圆满地完成了各项工作任务，为确保全市财政收支平衡、促进经济发展做
出了新的贡献。
