    1996年9月，制定了《临沂市水资源管理暂行办法》，理顺了水行政主管部门统一管理水资源的行
政管理权属。完成了水政监察规范性建设试点工作，在平邑县成立了全市第一支水政监察大队。同时，
以贯彻《行政处罚法》为契机，对全市水政监察人员进行培训，提高了人员素质和执法水平。全市共
查处水事违法案件86起，结案85起，凋处水事纠纷27起，挽回经济损失46．8万元。
